DSS Announces New Online Curriculum For FSOs

The DSS Academy introduces a new web-based course, Facility Security Officer (FSO) Role in the NISP. This three and a half hour course is part of a new curriculum that now allows a new FSO to complete NISPOM paragraph 3-102 required training online. The availability of the training online eliminates the need for students to travel to attend instructor-led training in a classroom. This will save the DoD contractor community the costs of approximately 1000 weeks of TDY expense annually. It also makes the training available to security professionals when they need it, eliminating any requirement to wait for a vacancy in a scheduled course. Students will be able to complete the training any time and anywhere they have access to the Internet. The new curriculum replaces the instructor-led FSO Program Management course. Iterations of the instructor–led course that are already scheduled for September, November and December will be presented but no additional iterations of the instructor-led course will be offered.

FSOs who have already completed training to satisfy the requirements of NISPOM paragraph 3-102 will not be required to complete additional training to meet this requirement. FSOs who complete the instructor led FSO Program Management Course are not required to take additional training to meet this requirement.

The DSS Academys ENROL System now allows students to print a certificate for completing the FSO Curriculum which is a series of courses designed to meet their training needs. The curriculum has two tracks; one for FSOs at possessing facilities, the other for FSOs at non-possessing facilities.

New FSOs at non-possessing facilities will complete their (paragraph 3-102) training requirement by completing the new FSO Role in the NISP course plus the independent study course Essentials of Industrial Security Management (EISM). They will then be able to print a certificate for completing the FSO Orientation Curriculum for Non-possessing Facilities.

New FSOs at possessing facilities will complete their (paragraph 3-102) training requirement by completing the new FSO Role in the NISP course plus two independent study courses, EISM and Protecting Secret and Confidential Documents (PSCD). They will then be able to print a certificate for completing the FSO Program Management Curriculum for Possessing Facilities.

During 2009 and 2010 a series of new web-based courses will be introduced to replace EISM and PSCD. When those new courses are available and are integrated into the FSO curriculum EISM and PSCD will be phased out. PSCD will be replaced by:

1. Marking Classified Information

2. Transmission and Transportation for Industry

3. Derivative Classification

4. Safeguarding Classified

Information in the NISP

EISM will be replaced by:

1. Introduction to Information Security

2. Facility Clearances

3. ISFD for External Users

4. Personnel Security in the NISP

5. JPAS / JCAVS training

6. NISP Reporting Requirements

7. Security Education in the NISP

8. Classified Visits and Meetings in the NISP

9. Security Reviews and Self Inspections in the NISP

10. Threat Awareness and Counterintelligence in the NISP
